Hës-ènano Sêdè (/ˈʤɪʤɘ/ /èˈnano/ [live] [tourist]) is a subtropical Small City located in the Jajëhifitë Zone of the Engineer's Guild.
The name Hës-ènano Sêdè is derived from the Goblin language, as Hës-ènano Sêdè was founded by Kèb, who was culturaly Iron Elf.
Climate
Hës-ènano Sêdè has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cool 18°C (64°F). Hës-ènano Sêdè receives an average of 256 cm/y (100 in/y) of precipitation, most of which comes in the form of rain during the summer. Hës-ènano Sêdè covers an area of nearly 14 km2 (5 mi2), and an average elevation of 1344 m (4409 ft) above sea level.
Overview
Hës-ènano Sêdè was founded durring the early 14th century in fall of the year 1348, by Kèb. The establishment of the new community went well, with no major obsticles durring construction.
Hës-ènano Sêdè was built using the conventions of Iron Elf durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Hës-ènano Sêdè is no diffrent. The city's buildings feature plaster covered brick construction taking the shape of large simple gemometric shapes which ate then embelished with decorative features, but retain their simple shapes in spite of the added features such as pillars, faccaddes, and covered walkways. The blocky nature gives a general impression of extreem age, as if each structure has existed since time immemorial.
Hës-ènano Sêdè is buildings are arranged arrounded highly ordered system of crampt paverstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. Unfortuantly, these exceptionaly well made fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Hës-ènano Sêdè has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Hës-ènano Sêdè ’s existence was once fed by scholarly pursuits. But the income once drawn in by the works of scribes and academics has dried up and the city is drifting down the stream of history as it dries up. Everywhere about the city one can see abandoned schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the city places a lot of value on education and being a learned individual. Even in these times.
Civic Infrastructure
Hës-ènano Sêdè has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Hës-ènano Sêdè has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hës-ènano Sêdè. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hës-ènano Sêdè's parks.
Hës-ènano Sêdè has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hës-ènano Sêdè.
Hës-ènano Sêdè has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Hës-ènano Sêdè has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Hës-ènano Sêdè has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Hës-ènano Sêdè has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hës-ènano Sêdè has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Hës-ènano Sêdè has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hës-ènano Sêdè's public wards, blessings, and other arcane systems.
Hës-ènano Sêdè possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Hës-ènano Sêdè's grid is powered by hydrogalvanic generators.
Hës-ènano Sêdè has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hës-ènano Sêdè's natural decorations nor waterways.
Hës-ènano Sêdè has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Hës-ènano Sêdè has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hës-ènano Sêdè has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.
Hës-ènano Sêdè's garrison was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
In Hës-ènano Sêdè most nights are accompanied by colorful ribbons of light in the sky.
The Xtabay near Hës-ènano Sêdè are known to be almost tame, such that they can be put to domestic use.
Hës-ènano Sêdè's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves embarking on a group pilgrimage to channel Invocation energies of tier 3 via oath swearing.
